Leadership & Administration

The leadership team is responsible for directing and coordinating the operations of the council. The team consists of the executive director, the chief legislative counsel, the general counsel, the chief financial officer, the director of operations, the facilities administrator, the business process analyst, and the division directors.

Administrative functions include human resources, accounting and purchasing, and assurance services.

Human Resources

The human resources department is responsible for benefits and employment matters. The department works with the leadership team in developing policies and administering programs in employee relations, performance management, benefits and compensation, succession planning, recruiting and retention, recognition, and professional development and continuing education. Staff support functions include staff access badges and room keys, parking coordination, reception and scheduling of agency conference rooms, and scheduling and maintenance of the REJ Building conference center for legislative agencies and legislative clients.

Accounting and Purchasing

The accounting and purchasing department is responsible for payroll and accounting for all funds appropriated to the council, including funding for joint interim committees, and assisting with the preparation of the council's annual budget and legislative appropriation request. The department also is responsible for the procurement of all goods and services required by the council, hardware and software for other legislative agencies supported by the council, contract administration, and mail and shipping services.

Assurance Services

The assurance services department is responsible for risk management, business continuity, and disaster recovery research and planning; building design and space planning and management; facilities and property management; and custodial services. The department also is responsible for fielding media and public information contacts and for coordination of council assistance to the house and senate on certain joint activities, including the inauguration of the governor and lieutenant governor.
